OECS Telecommunications Reform Project |

The OECS Telecommunications Reform Project was initially a part of a wider project called the Economic Diversification Project. The Governments of the OECS opted for a more focused project that would directly deal with telecommunications. Telecommunications is recognized as being the critical element for economic diversification and it was agreed that there was need for competition in the sector. Trade trends indicate that the region needed to diversify its economy from its heavy dependence on agricultural production and place greater emphasis on the services sector. The traditional agricultural exports are in decline, World Trade Organization (WTO) pressures are growing, the tourism sector is showing signs of maturity and would see improvements in cost competitiveness with competitive long distance communications costs if telecommunications costs were to be reduced. |

OECS Trade Policy Assistance Project |
|
The OECS Trade Policy Assistance Project is funded by the Canadian International Development Agency (CIDA). The Project seeks to strengthen the capacity of the OECS to participate fully and compete in the global economy. The Project provides technical assistance to the OECS Secretariat and the independent member territories of Antigua and Barbuda, Dominica, Grenada, St. Kitts and Nevis, Saint Lucia, and St. Vincent and the Grenadines. The Overseas British Dependent Territories of Anguilla, the British Virgin Islands, and Montserrat are also expected to receive benefits from the Project, notwithstanding the fact that the United, Kingdom handles most of their international trade relations. Project assistance will focus on strengthening several aspects of trade policy management, including policy formulation and co-ordination, negotiations and the discharge of obligations under various trade agreements. It is anticipated that the main beneficiaries will comprise the public and private sectors at the national and sub-region levels, Including the Ministries of Trade, the OECS Secretariat, and national and regional private sector trade associations. |

OECS Judiciary and Legal Reform Project |
|
The goal of this project is to strengthen the role of the legal and judicial system in providing a sustainable, enabling environment for equitable social and economic development. The purpose is to: - Increase the efficiency of the court system;
- Promote better management of all aspects of the legal system (e.g. strategic, human resource and operational management) through the introduction of a legal information system;
- Promote greater fairness and adaptability in the legal system with respect to prevention, settlement, sentencing and rehabilitation

OECS Health Sector Reform Project |
At the Third Meeting of the OECS Ministers of Health in July 2000, Ministers were apprised of the status of the proposal that had been submitted to the Government of France for possible funding of the OECS Health Sector Reform Programme. The areas in which assistance was being requested are:- Strengthening of Ministries of Health;
- Re-Organization of Health Systems;
- Quality Improvement and Assurance; and
- Regional Sharing of Health Services.

The network is made up of dynamic cultural organizations operating in each of the member state of the Organisation of the Eastern Caribbean States (OECS) namely: Antigua and Barbuda, the Commonwealth of Dominica, Grenada, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, as well as the French Department of Americas (FDA) - Martinique and Guadeloupe - which associated to the project because of their cultural, linguistic and geographical proximity. The network will enable the cultural organisations of the region to work directly with one another. |
