The OECS GFATM Project
Scaling up Prevention, Care and Treatment to combat the HIV/AIDS pandemic in the Organization of Eastern Caribbean States
Why we exist
To manage Global Fund monies and other partner resources to assist countries to respond appropriately to the HIV/AIDS epidemic
Purpose
To improve the quality of life for people living with HIV/AIDS in the six OECS target countries through capacity building and the scaling up of prevention, treatment and care interventions.
Brief history
- January 14, 2005 the OECS signed as the Principal Recipient a Grant Agreement with the Global Fund for a 5-year US$17 million HIV/AIDS project.
- The OECS HIV/AIDS Project Unit (HAPU) created on May 23, 2005 to manage the Project.
Governance
- The Regional Coordinating Mechanism (RCM) - overall responsibility for oversight of the Project and direct reporting responsibilities to the Global Fund. It consists of 12 members from the participating OECS Member States.
- The Principal Recipient (PR) -the OECS Secretariat which has the responsibility for executing the project.
- Sub-recipients (SRs) – (Ministries of Finance) - responsible for coordinating the disbursements to the National Implementing Authorities.
- National Implementing Authorities (NIAs) – (Ministries of Health) - responsible for coordinating the HIV AIDS programmes within their countries.
Our work
The OECS HAPU engages in:
- Fiduciary and reporting functions;
- Provision of programmatic support and
- Monitoring and evaluation for the Global Fund Project through:
- Capacity building; and
- Technical Assistance
Areas of intervention
- Human Resource Development: Clinical management, Training of Trainers, Leadership and Management
- Systems strengthening: Health and other information systems including Surveillance, Financial Management
- Partnership building
