systems within the sub-region at both the national and institutional
levels.

of freedom and democracy. Accordingly, the management and administration
of education should be characterized by:
Broadrepresentation and participation in the decision making bodies
and processes.
Constant dialogue, communication and consultation between all
the stakeholders.
Periodic negotiation and renegotiation of goals, missions and
methodologies.
Access to public information and the right to know.
Provision for the nurturing of leadership potential and a climate
for the personal growth of individuals.
Public accountability through reports and audits at regular intervals.
