| Secretariat Announces Departure of Mr. Colin Bully |

![]() The OECS Secretariat has announced the departure on retirement of Mr. Colin Bully, Executive Director, Export Development Unit, Dominica. Mr. Bully has retired after 20 years of dedicated service to the OECS Secretariat and the people of the Member States that it serves. Mr. Bully joined the Secretariat in July 1989 in the post of Programme Coordinator, OECS Agricultural Diversification Program. He was then the Chief Agricultural Officer in the Government of Dominica. Mr. Bully played a major role in shaping the implementation of the OECS Agricultural Diversification Programme, which focused on the identification and development of markets, and encouraged the production of non-traditional agricultural export crops. He was subsequently appointed Programme Manager in 1993. In 1998 he was appointed Executive Director of the redesigned OECS Export Development and Agricultural Diversification Unit (EDADU). The restructuring of the Unit, combined activities aimed at enhancing the export capability of agricultural as well as manufacturing enterprises as part of the process of economic development and diversification in the OECS. Under his leadership, the Unit was further restructured and renamed Export Development Unit (EDU), in this context, taking on more production organization and training as well as export programmes for productive enterprises. The main focus of the Unit is the enhancement of the export capability of manufacturing enterprises throughout the OECS. Mr. Bully very ably led the EDU through its various configurations and established it as an important part of the OECS Secretariat’s effort to address the critical needs of the Member States. The Secretariat would like to express its deep appreciation for his dedicated service to the organization and the people of the Eastern Caribbean. |
