| New Prime Minister of Antigua and Barbuda to address 39th OECS Authority |

Recently elected Prime Minister of Antigua/Barbuda Mr. Baldwin Spencer will address the opening ceremony for the OECS Heads of Government in St. Vincent and the Grenadines, on Wednesday 19th May. It is the first meeting of the OECS Authority since Mr. Spencer’s United Progressive Party (UPP) won his country’s March 23 rd 2004 general elections. The opening ceremony will also be addressed by host Prime Minister Dr. Ralph Gonsalves. ![]() There will also be remarks from the outgoing OECS Chairman, Chief Minister Mr. John Osborne of Montserrat and the incoming Chairman, Prime Minister Dr. Kenny Anthony of St. Lucia. Director General of the OECS Secretariat Dr. Len Ishmael will also address the opening.The ceremony will take place at the Memorial Hall in Kingstown from 4:45 pm on Wednesday 19th. The Heads and other delegates will then move over to the Ministry of Foreign Affairs conference room for two days of deliberations on a packed agenda of development issues impacting on the OECS sub-region. The OECS is a nine-member grouping of the Eastern Caribbean States of Antigua/Barbuda, Dominica, Grenada, Montserrat, St. Kitts/Nevis, St. Lucia, St. Vincent and the Grenadines, Anguilla and the British Virgin Islands.
