A sub-regional security framework is being designed to facilitate the Free Movement of OECS Citizens.

The framework will review existing security arrangements relating to the movement of persons between OECS member countries. It will also recommend harmonized approaches in security arrangements that can help give effect to the implementation of the OECS Economic Union initiative.

The design of the sub-regional security framework requires consultations with Immigration and Customs officers as well as officials from the Protective Services, Labour Departments and the OECS Secretariat. The input by the Regional Security System RSS is an important element in this exercise.

The consultations will seek data relating to the establishment of appropriate systems for controlling and monitoring the movement of persons within the sub-region. The process also involves a review of legislation in OECS member states.

It is anticipated that the consultations will result in a consensus on the main national and regional security priority needs. This will benefit OECS travel facilitation as well as strengthen measures that restrict unlawful individuals.

The identification of the requirements for strengthening security agreements and a project proposal aimed at implementing a strategy and framework for addressing deficiencies are among the expected outputs of the framework.

The sub- regional security framework will also identify the main requirements relating to staff- training and equipment. This will help to ensure compatibility between countries and agencies to facilitate successful project implementation across the sub-region.
