OECS Secretariat to Manage a Major Protected Areas Management Project for the Sub-region PDF Print Email

Coastal and Fish HabitatThe OECS Secretariat has received Grant funds from the Global Environment Facility (GEF) made available through the World Bank for the implementation of a major sustainable development project in the sub-region.

The OECS Protected Areas and Associated Livelihoods or OPAAL project is to be implemented on November 1 st 2004, and will involve all the independent Member States of the OECS. Member States signed the Project Participating Agreements with the OECS Secretariat at the recently concluded OECS Authority Meeting in St. Vincent and the Grenadines.

The OPAAL project aims to contribute to the conservation of biodiversity of global importance in the participating countries of the OECS by removing barriers and minimizing the challenges facing the effective management of protected areas (PAs). Participating countries have already identified priority sites for project interventions.

A major component will focus on providing opportunities for enhancing livelihoods for communities that are dependent on the resources in these protected areas, through arrangements that will permit users to earn a living without destroying the future value of the resources. Target groups in these areas will be provided financial and other management assistance to take advantage or the new livelihood opportunities through a special developmental fund.

The project will seek to secure involvement of civil society and the private sector through partnerships to facilitate planning, management and sustainable use of the protected areas to ensure maximum benefits.

The OPAAL project was born out of a request by the government of St. Lucia to the World Bank to support a national C oastal/Wetland Ecosystem Conservation and Sustainable Livelihoods project. The St. Lucia project was subsequently converted into a regional activity. While the Dependent Territories of the UK cannot benefit directly from GEF or World Bank assistance, other avenues are currently being explored to ensure that the benefits of this project can be extended to them.

Keith NicholsThe initial project will run over a period of five years at a cost of 7.57 million US dollars. The project will aim to build national and regional capacity for protected areas management. It will emphasise on improving the institutional framework for Protected Area establishment and management, skills development, and enhancing knowledge on the nature and importance of protected areas to national development.

The Environment and Sustainable Development Unit of the OECS (OECSESDU) will be responsible for the overall implementation of the regional and national components. Programme Officer at OECSESDU Keith Nichols says the OPAAL project is a catalyst that will inform a longer process of protected areas management and development and associated livelihoods. It is envisaged that the project will evolve into a fifteen-year programme.

OECS/UN Workshop Calls for More Harmonization to Ensure Sustainable Development PDF Print Email

Increased coordination at the national, regional and international levels has been highly recommended following a recent regional workshop in Castries , on national sustainable development strategies and indicators. The OECS Secretariat and the United Nations Department of Economic and Social Affairs UND ESA jointly conducted the two-day meeting from January 14th to 15th.

Regional Meeting on Sustainable Development Strategies Begins in Castries on Wednesday PDF Print Email

The OECS Secretariat and the United Nations Department of Economic and Social Affairs UND ESA will co-host a Two-day Regional Workshop on National Sustainable Development Strategies (NSDS) and Indicators of Sustainable Development (ISD) beginning on Wednesday January 14.

The OECS Environment and Sustainable development Unit ESDU will be coordinating the workshop at the CARA Suits hotel in Castries.

The goal of the workshop is to build and/or strengthen capacity at the national and sub regional levels in the OECS in the areas of NSDS and ISD.

The workshop will target areas such as capacity-building and best practices. It will also consider options for decision-making through the use of indicators of sustainable development at the national level. Senior personnel from the Ministries of Finance/Planning and Environment throughout the OECS as well as Haiti , Cuba , Jamaica , Trinidad and Tobago , Barbados , the Bahamas , Belize and Guyana are likely to attend.

The format for the workshop will include presentations on issues such as the global status of NSDS implementation and key principles and characteristics constituting a sound NSDS.

The Director General of the OECS Secretariat and the St. Lucia 's Minister for Physical Development, Environment and Housing are expected to address participants at a special opening ceremony on Wednesday at 9:00am.

The Caribbean Regional Workshop on National Sustainable Development Strategies and Indicators of Sustainable Development is one of two projects enshrined in a Memorandum of Understanding signed by the OECS Secretariat and UND ESA on September 3 rd 2003. The other project relates to Integrated Planning for Sustainable Development and Supporting National Sustainable Development Indicators for Saint Lucia .
